What is a notary 

Notary Publics are appointed by the Commonwealth of Virginia.  A Notary Public serves as an unbiased witness to the identity and signature of the person who comes before the notary.  The person may give oral or written testimony, take an oath, or sign or acknowledge their signature on a legal document.  The mission of the notary is to be certain that the person appearing before the notary is who that person claims to be.
